PLEX is game time turned into a tradeable item: bought with real money, sold on the in-game market for ISK.
Who buys it and why the price moves
It is the closest thing EVE has to an exchange rate. Promotions, sales and how much ISK is in circulation move the price - mining and ratting do not. It takes almost no cargo space, so unlike minerals its price barely differs between trade hubs.
